About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. 1. Worker Safety and Health Violations at Savannah River Site
The U.S. Department of Energy (DOE) issued a Preliminary Notice of Violation (PNOV) to Parsons Infrastructure & Technology Group, Inc. for violations of DOE's worker safety and health regulations with a proposed civil penalty of $70,000. The violations are associated with an October 6, 2009, hand injury event that occurred while a Parsons worker was performing crane lubrication on a moving cable at the Salt Waste Processing Facility at DOE’s Savannah River Site. The PNOV cites two violations of DOE worker safety and health regulations in the areas of hazard assessment and abatement related to crane maintenance operations and worker training and information.... more»
2. Tucker v. Engineering Services, Inc. (Overcharging the Government)
“Parsons Engineering Sciences Inc. of Pasadena, California, will pay the United States $3,225,000 to settle allegations the company knowingly billed the government on two Air Force contracts for employees' labor rates that were too high for their work experience…[this payment] settles a qui tam lawsuit, United States ex rel. Tucker v. Engineering Sciences, Inc., filed in U.S. District Court in Raleigh, North Carolina, on April 21, 1993, by J.R. Tucker, a former Parsons employee, on behalf of the United States” and filed under the False Claims Act 31 U.S.C. § 3729, et seq.... more»
3. Baghdad Police College SIGIR Report
On September 27, 2006, the Office of the Special Inspector General for Iraq Reconstruction (SIGIR) released a Quick Reaction Report on the Baghdad, Iraq police college. The project was completed under a cost-plus contract awarded by the Army Corps of Engineers to Parsons. The report noted several "significant deficiencies," including leaking water and other waste materials, water damage, and poor construction materials and practices.
