About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Sixteen Indiana National Guard soldiers sued KBR, alleging the company knowingly exposed them and American civilian contractors to sodium dichromate, a cancer-causing toxic chemical, at the Qarmat Ali water treatment plant in southern Iraq shortly after the U.S. invasion in 2003. KBR was in charge of restoring the plant, and the National Guardsmen were assigned to protect the civilian workers. In February 2010, the federal court in Indiana dismissed the lawsuit for lack of personal jurisdiction. The following month, the plaintiffs refiled the lawsuit in federal court in Texas.
