The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: ExxonMobil Pipeline Company pleaded guilty to one count of violating the Clean Water Act in connection with the January 2006 spill of approximately 15,000 gallons of kerosene and low sulfur diesel fuel into the Mystic River from an oil terminal in Everett, Mass. Under a plea agreement, the company paid more than $6.1 million in fines and costs and agreed to have the terminal monitored by a court appointed observer for three years.
