About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Enforcement Agency: Non-Governmental
Contracting Party: None
Court Type: Civil

Synopsis: Former Boeing employee Joseph Sicilia filed a lawsuit against Boeing alleging Boeing demoted and then fired him in retaliation for raising concerns about Boeing’s possible violation of government regulations. Sicilia, who worked in Boeing’s ethics office, claims that he repeatedly raised concerns about the company’s compliance with federal acquisition regulations, but that his concerns were never investigated and managers began to retaliate against him by denying travel requests necessary to perform his duties, verbally abusing him, giving him poor work evaluations, and ultimately firing him. His lawsuit alleges wrongful discharge in violation of public policy, and violations of the Washington Law Against Discrimination, the Washington State Family Leave Act, the Illinois Whistleblower Act, the Family and Medical Leave Act of 1993, and the False Claims Act.
