The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Jon Cole, who worked for Fluor in Afghanistan as a health safety and environmental manager, claims Fluor constructively terminated him in violation of Texas law for refusing to falsify medical documents presented to the U.S. government and used to grade Fluor's performance. Cole alleges that he was ordered to change the status of injuries and illnesses in a way that would have earned Fluor a better performance grade and resulted in significant monetary gains for the company, and when he refused, suffered “retaliation and harassment that ultimately made his employment status so unbearable that…[he was] compelled to resign his employment.”
