The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: David Charles Breda, Jr. was charged with sexually assaulting a woman in October 2008 at Al Asad Air Base in Iraq, where he was employed by Services Employees International Inc., a subsidiary of KBR. In October 2009, Breda pleaded guilty to abusive sexual contact. In January 2010 he was sentenced to two years in prison and a lifetime term of supervised release, and he was ordered to register as a sex offender.
