About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Sylvester Davis, a former Lockheed Martin software engineer, filed a False Claims Act lawsuit alleging that the software produced by Lockheed Martin for the F-35 Joint Strike Fighter (JSF) and other programs was not developed and tested in accordance with the required safety standards. In August 2010 the court dismissed Davis' suit, ruling that he failed to present evidence of specific acts of Lockheed or its employees engaging in making false claims. The court later vacated this ruling and allowed Davis' False Claims Act claims to proceed.
