The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: In May 2010, the U.S. government intervened in a whistleblower lawsuit alleging the employees of two freight forwarding companies provided kickbacks to KBR employees for services provided under the Logistics Civil Augmentation Program (LOGCAP III) contract in Iraq. The lawsuit alleges that employees of freight forwarders Eagle Global Logistics (which has since merged with TNT Logistics and become CEVA) and Panalpina provided meals, drinks, sporting event tickets and golf outings to KBR employees in exchange for favorable treatment, in violation of the False Claims Act and Anti-Kickback Act. In August 2008, former KBR employee Robert Bennett pleaded guilty to criminal charges in the matter (see KBR instance, “U.S v. Bennett (LOGCAP Freight Forwarding Kickbacks)”).The lawsuit also alleges overbilling by KBR subcontractor Wesco in the Balkans. In May 2010, the U.S. Army announced it would continue KBR's LOGCAP III contract to provide life support services to U.S. forces in Iraq until the withdrawal of those forces, scheduled to be completed by December 2011.
