Violation of Massachusetts Air Pollution Laws at Bulk Gasoline Terminals

Synopsis: Exxon Mobil and two affiliates agreed to pay a $2.9 million civil penalty to resolve allegations that they violated Massachusetts air pollution laws. Attorney General Martha Coakley alleged that between 1999 and 2001, without the approval of Massachusetts environmental regulators, Exxon made changes to the vapor collection and recovery system used to control emissions of volatile organic compounds (VOC) at its bulk gasoline terminals in Everett and Springfield. It was also alleged that Exxon failed to control VOC emissions during the degassing of a storage tank in Everett in 2008. Under the agreement, Exxon will reduce gasoline vapor emissions by updating and improving air pollution control systems at the terminals. Exxon will also contribute $200,000 to a supplemental environmental project (SEP).
