The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Andrea Brown, former director of communications for Lockheed Martin in Colorado Springs, filed a whistleblower complaint against the company in 2008 under the Sarbanes-Oxley Act alleging she had been retaliated against for reporting that her boss was misusing the company's pen pal program with the U.S. Army and mischarging the government. In January 2010, a Department of Labor administrative law judge ruled in Brown’s favor and ordered Lockheed to reinstate her and compensate her for back pay and benefits. The judge also awarded Brown $75,000 in damages plus attorney fees.
