In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: The Philippines Bureau of Customs filed a complaint against the local unit of Royal Dutch Shell (Pilipinas Shell Petroleum Corp.) accusing the company of evading import duties and taxes. The government accuses Shell of “intentional misclassification and misdeclaration” of its petroleum imports from 2004 to 2009 to avoid the payment of excise duties and value-added taxes (VAT). The government is seeking P24.5-billion (US$ 566 million) in unpaid taxes and penalties.
