About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Michael DeKort, a former engineer for Lockheed Martin on the Deepwater program, filed a False Claims Act lawsuit against Integrated Coast Guard Systems (ICGS) and its joint partners, Lockheed Martin and Northrop Grumman. He alleged that deficiencies in the 123-foot patrol boat project of the Deepwater program posed critical security and safety issues and will cost the government millions of dollars. In October 2010, DeKort settled with Lockheed for an undisclosed amount. DeKort was also awarded $139,016 in costs and attorney fees. He continues to pursue claims against Northrop and ICGS alleging design defects as well as fraud underlying the awarding of the original Deepwater contract in 2002.
