The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Charles Cochran, the chief mechanic of the Deepwater Horizon oil rig, filed a negligence lawsuit against BP (which leased the rig), Transocean (his employer and owner/operator of the rig), and Halliburton (which was performing cementing operations on the rig at the time). The rig exploded and sank on April 20, 2010 off the coast of Louisiana, killing 11 and injuring 17 including Cochran, who claims to have suffered permanent injuries to his neck and shoulder areas and extreme emotional damages.
