About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Halliburton Energy Services, Inc. (HESI) filed claims against BP in state and federal court alleging fraud, negligence and defamation stemming from HESI’s work on the Deepwater Horizon oil rig and Macondo well in the Gulf of Mexico. On April 20, 2010, there was a blowout and explosion during efforts to temporarily abandon the well. HESI claims that BP, as sole operator of the well, provided HESI with inaccurate information about the location of oil and gas producing zones, which HESI relied on in formulating the cementing plan for the well.
