The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: BP North America agreed to pay an $8 million penalty to the United States and the State of Indiana and invest more than $400 million to install state-of-the-art pollution controls and cut emissions from BP’s petroleum refinery in Whiting, Indiana. The government alleged violations of Clean Air Act (CAA) in connection with construction and expansion of the Whiting Refinery, as well as violations of a consent decree entered into with the Environmental Protection Agency (EPA) in 2001.
