In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: The United States filed a lawsuit against BP Products North America alleging Clean Water Act violations for failing to prepare and implement an adequate Facility Response Plan (FRP) at BP’s petroleum terminal in Curtis Bay, Maryland, and for failing to develop and implement an adequate program of oil spill response drills/exercises. BP settled the lawsuit pursuant to a consent decree imposing a $210,000 civil penalty.
