About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: In March of 1997, Alliant Techsystems was charged with overcharging the Navy for labor costs on contracts dealing with the Intermediate-Range Nuclear Forces Treaty. The complaint was made by a former employee of Alliant and co-defendant Hercules, Inc. under the False Claims Act, 31 U.S.C. § 3729, et seq., and filed in the U.S. District Court in Los Angeles. The complaint alleged that the companies falsified labor hours and led employees to do so. Each company agreed to settle for $2.25 million, or a total of $4.5 million.
