The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: "United Technologies Corporation ("UTC") entered into an administrative consent order with the [Connecticut] Department of Environmental Protection on December 2, 2002 for alleged air emission violations...Emission testing conducted in January and February 2001, and January 2002 showed that P&W exceeded the full load emission rates...The consent order requires UTC to: expend not less than $46,500 to purchase and permanently retire not less than thirty-six (36) tons of approved non-ozone season DERCs, and pay a civil penalty of $17,700."
