The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: On January 24, 2003, the New Jersey Banking and Insurance Commissioner announced that Health Net was being cited for "failing to provide mandated infertility benefits and for using an outdated fee schedule to reimburse providers and consumers...Health Net, an HMO formerly known as PHS Health Plans, has agreed to reimburse providers and members $814,000 plus interest and has agreed to pay a $60,000 fine ordered by the Department."
