About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Two whistleblowers alleged FD Services, a subsidiary of Fluor, overcharged the federal government for cleanup work at military bases in South Carolina as a result of Hurricane Hugo in September 1989. In May 1994, a jury found in favor of the plaintiffs on some of their False Claims Act allegations and awarded damages in excess of $2 million. In October 1995, FD Services agreed to pay $3.2 million to drop its appeal and settle the suit.
