The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. Synopsis: The North Carolina Division of Air Quality fined Phillips & Jordan $78,932 for open burning violations that took place at a land-clearing site on November 29 and December 3, 2001. The fine was later reduced to $22,500. According to the state Department of Environment and Natural Resources, as of July 2002, Phillips & Jordan had been fined five other times since 1997 for open burning violations.
