Synopsis: In June 2007, the Office of the Special Inspector General for Iraq Reconstruction released the results of its audit of the Army’s Logistics Civil Augmentation Program (LOGCAP) Task Order 130, which was awarded to Kellogg, Brown & Root Services (KBR) in April 2006 to provide various services in Iraq. The special inspector general found significant flaws in KBR’s fuel receiving and distributing processes, waste in KBR’s provision of food and billeting services, and flaws in the government’s oversight of the LOGCAP contract.
