About POGO's Federal Contractor Misconduct Database (FCMD)

The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Chevron U.S.A., Inc. agreed to pay over $281 million in penalties, pollution control equipment upgrades and supplemental environmental projects to settle alleged violations of the federal Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Emergency Planning and Community Right-To-Know Act, and the Clean Air Act at its petroleum refineries in California, Hawaii, Mississippi and Utah. Among Chevron’s alleged violations were failure to report releases of hazardous substances, including diethanalomine, nitric oxide and sulfuric oxide, and failure to properly implement a risk management program.
