In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: Environment Texas Citizen Lobby and the Sierra Club filed a federal lawsuit against Shell Oil on behalf of citizens who live near the company’s Deer Park, Texas oil refinery and chemical plant. Plaintiffs claim state and federal environmental officials failed to enforce the Clean Air Act at the facility, where Shell and its subsidiaries have released millions of pounds of excess air pollutants along the Houston Ship Channel over the past five years. In April 2009, the parties settled the lawsuit. Under the proposed settlement, Shell agreed to pay a $5.8-million civil penalty.
