The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: The Department of Energy Office of Inspector General issued a report showing that UT-Battelle, the operating contractor at the Oak Ridge National Laboratory, incurred unreasonable costs related to Battelle-managed scientific conferences between October 2005 and September 2007 and misspent funds on such prohibited items as alcohol, cigars, gifts and entertainment. The report found that Energy was overcharged $606,000 on meals alone. During the time period in question, UT-Battelle did not request or obtain Energy’s approval prior to holding a number of these conferences, in violation of regulations.
