About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Synopsis: The Department Of Energy issued a Preliminary Notice of Violation to Fluor Daniel Fernald Inc. (FDF) for “deficiencies in… radioactive waste and nuclear material inspection records maintained by FDF for two types of nuclear material storage containers (T-hoppers and J-hoppers).” The DOE proposed a $10,000 fine because on “March 18, 1997, FDF advised the DOE Fernald Project Office that all corrective actions pertaining to the outstanding noncompliance were completed. DOE Fernald Project Office conducted a sampling of the corrective actions and established that several of these actions with respect to the inspection program had not been effectively implemented since DOE found that deficiencies were continuing to occur.”
