Formed in December 2006, United Launch Alliance (ULA) is a 50-50 joint venture owned by Lockheed Martin and Boeing. ULA provides Atlas and Delta vehicle launch services for U.S. government agencies incluidng the Department of Defense, NASA, and the National Reconnaissance Office. Launch operations are located at Cape Canaveral Air Force Station, FL, and at Vandenberg Air Force Base, CA. Concerned that the formation of ULA would harm competition, the Federal Trade Commission (FTC) allows the joint venture to operate with certain restrictions and firewalls to prevent organizational conflicts of interest.
