U.S. ex rel. Conyers v. KBR et al. (LOGCAP III False Claims, Kickbacks)

The government intervened in a whistleblower lawsuit against KBR and Kuwaiti companies La Nouvelle General Trading & Contracting Co. and First Kuwaiti Trading Co. alleging violations of the False Claims Act and the Anti-Kickback Act on the Logistics Civil Augmentation Program (LOGCAP) III contract. The government alleged that, in 2002 and 2003, KBR employees Stephen Lowell Seamans, Jeff Alex Mazon, and Anthony Martin took kickbacks from La Nouvelle and First Kuwaiti in return for awarding them subcontracts at prices greatly in excess of reasonable cost. The government also alleged that, from 2003 to 2005, KBR billed the government for costs under the subcontracts that were inflated or for goods and services that were deficient or not provided. In March 2015, the court dismissed the government’s claims against First Kuwaiti. In June 2022, KBR reached a $13.6 million settlement with the government in which KBR did not admit any liability.
