Army and Coast Guard Contract Labor Mischarging
DRS Technical Services paid $13.7 million to settle allegations that it violated the False Claims Act by billing the government for employees who lacked contractually required job qualifications. From March 2003 to December 2012, DRS and its predecessors were awarded contracts to provide services and supplies to the Army’s Communication and Electronics Command (CECOM) and to the Coast Guard. The alleged labor mischarging occurred on the CECOM Rapid Response (R2) contract and on a similar Coast Guard contract. The government alleged that DRS billed CECOM and the Coast Guard’s Aviation Logistics Center for work performed by individuals who did not meet all of the qualifications prescribed by the contracts for the labor categories under which their efforts were billed, thereby falsely increasing the amount of money DRS claimed and CECOM paid.
