Air Force Proposed Debarment
In October 2011, the U.S. Air Force suspended and proposed the debarment of Advanced C4 Solutions, Inc., Superior Communications Solutions, Inc. (SCSI), Iron Bow Technologies, SCSI vice president Andrew Bennett, and SCSI majority owner and Iron Bow employee John Wilkerson. The Air Force’s decision was based on the parties’ failure to perform in accordance with the terms of a contract, and on conduct that “evidences a history of failure to perform, or of unsatisfactory performance of, one or more contracts” and “is of such a serious and compelling nature that it affects their present responsibility to be Government contractors or subcontractors.” In 2010, prime contractor Advanced C4 Solutions and subcontractors SCSI and Iron Bow were hired to build, configure, and maintain information technology systems at Andrews Air Force Base. While work was in progress, a review identified numerous flaws in the security, accessibility, and performance of the systems. The companies then ceased working and left the job site, after which they refused to provide the Air Force with the operational manuals and source-code data needed to complete the work. The Air Force also found that the parties had a conflict of interest that should have disqualified them from competing for the contract. The Air Force lifted the suspensions approximately one month later. Wilkerson pleaded guilty to conspiracy to commit wire fraud and was sentenced to five years in prison, three years of supervised release, and was ordered to pay $9.4 million in forfeiture and restitution.
