Breach of Pennsylvania Unemployment Compensation System Contract

Pennsylvania’s governor filed a lawsuit against IBM over its performance on a contract to overhaul the state’s unemployment compensation computer system. The state contracted with IBM to update the computer systems in 2006. According to the lawsuit, by 2013 the project was nearly four years behind schedule and $60 million over budget, and the system IBM developed “presented unacceptable risks and [was] unreliable.”
