Iraq Police Training Contract – Criminal Prosecution
Former DynCorp employees Wesley Struble and Jose Rivera were charged with participating in a kickback scheme under the State Department’s CIVPOL Iraq police training contract. According to the government, Struble and Rivera conspired to persuade DynCorp to pay inflated rent on its lease of Camp Butler II in Baghdad in 2011 and 2012—which was billed to the State Department—and then pocketed the excess profit. Struble and Rivera pleaded guilty to conspiracy to violate the Anti-Kickback Act. Struble was sentenced to four years in prison. Rivera was sentenced to three years in prison. Both men were ordered to jointly pay $3.4 million in restitution.
