U.S. ex rel. Howard v. Caddell Construction et al. (Camp Lejeune Construction Project False Claims)

A False Claims Act lawsuit accuses Caddell Construction Company and W.G. Yates & Sons Construction Company of fraudulently misrepresenting their use of small business subcontracts on a Navy construction project at Camp Lejeune between 2009 and 2014. The lawsuit alleges Caddell and Yates engaged in a “fraudulent ‘pass-through’ scheme” that encouraged subcontractors to create sham small businesses in order to help Caddell and Yates meet their small business subcontracting goal.
