Audit of Justice Management Division MEGA 4 Contract
The Department of Justice (DOJ) Office of Inspector General (IG) audited five task orders awarded to CACI under DOJ’s MEGA 4 contract to provide litigation support services. The IG found that, while DOJ was satisfied with the quality of CACI’s services, CACI did not consistently comply with all the contract terms and conditions related to labor requirements, travel authorizations and subcontractor monitoring, and lacked adequate procedures and internal controls for ensuring costs were billed accurately. As a result, the IG determined CACI billed the government for approximately $924,000 in unallowable and unapproved costs. However, the IG also found DOJ failed to provide sufficient administration and oversight of the task orders, which may have contributed to the instances of noncompliance and billing errors. In its response to a draft of the report, CACI disputed many of the IG’s findings.
