Radiological Contamination at the Hanford Plutonium Finishing Plant in 2017 and 2018
The Department of Energy (DOE) investigated the circumstances surrounding the spread of radiological contamination outside of the Plutonium Finishing Plant at the Hanford Site in 2017 and 2018. The contamination led to radiological intakes to 11 employees, resulting in committed effective doses of up to 13 millirem. The DOE issued a preliminary notice of violation (PNOV) to CH2M Hill Plateau Remediation Company outlining deficiencies in (1) contamination control, (2) monitoring of areas, (3) quality improvement, (4) hazard analysis, and (5) unreviewed safety questions, and finding three Severity Level II violations and two Severity Level III violations. The DOE imposed no civil penalty due to “significant adverse contract actions already taken”: CH2M Hill’s contract fee in fiscal year 2018 was reduced by approximately $1.8 million due to the deficiencies, and its FY 2017 fee was reduced by approximately $1 million due to a “precursor event in June 2017.”
