Audit of Iraq Agribusiness Contract

A U.S. Agency for International Development (USAID) Inspector General (IG) audit of USAID’s contract with Louis Berger Group (LBG) to expand the competitiveness of the private sector in the Iraqi agriculture and agribusiness sectors found that it had not achieved its goals during its first three years largely due to mismanagement by both USAID and LBG. The IG found that LBG failed to adequately measure and report performance results and could not account for $9.8 million in subcontract costs and approximately $13.3 million in grant costs. In its response to the draft audit report, USAID stated that LBG was “making substantial progress” in addressing the deficiencies identified by the IG.
