U.S. v. Rooks (Conspiracies to Commit Fraud)
Andrew Rooks, who worked for Saltchuk Resources subsidiary Sea Star Line LLC (later renamed TOTE Maritime), was sentenced to four years in prison and a $2.2 million penalty for his role in two separate conspiracies to commit mail and wire fraud. Beginning around November 2005, Rooks authorized the payment of phony invoices to co-conspirators’ companies for container and equipment decals and inspection and transportation services.
