Service-Disabled Veteran-Owned Small Business Subcontracting Fraud
Hensel Phelps Construction Company paid $2.8 million to resolve allegations that it improperly manipulated a federal subcontract reserved for a service-disabled, veteran-owned small business (SDVOSB) on a contract to construct the Armed Forces Retirement Home’s New Commons/HealthCare Building in Washington, D.C. Hensel Phelps used a SDVOSB as a “pass-through” for a large company which performed all of the work on the subcontract.
